(a) what did the Minister discuss with the representatives from Alcoa during the meeting referred to in the abovementioned question;
(b) what did the Minister say to the representatives from Alcoa about the sale of the Karnet Prison Farm site; and
(c) if the Minister is not willing to sell this land to Alcoa or anyone else, why did the Department of Corrective Services, in its Strategic Asset Plan, state that it planned to replace Karnet by 2012 so that the site can be used for mining instead of custodial purposes?
(2) In the Minister’s answer to this question, it was also mentioned that at present, because of the Government’s very successful law enforcement strategies, Western Australia’s prison population is at an all-time high, and I ask is the Minister satisfied with this situation?
(3) Considering the buoyant nature of our economy due to the commodities boom, doesn’t this represent a failure of the current State Government to make sure that everyone benefits from the boom?

1a. A meeting was sought with Alcoa to clarify its proposal to acquire Karnet land in the event that it was no longer required by the Department of Corrective Services.
1b The Karnet Prison site is not for sale. The meeting canvassed details of the proposal but was purely for information purposes only and no firm undertakings were sought either on behalf of the Government or Alcoa.
1c. The Strategic Asset Plan presents a ten-year view of the proposed asset needs for the Department of Corrective Services. New prisoner accommodation assets for metropolitan minimum security prisoners are likely to be required in that timeframe.
The reference to replacement of Karnet reflects contingency planning for the medium to long-term needs and is not related to any proposal by Alcoa or any other entity. The Strategic Asset Plan deals with management of the Department's capital infrastructure and the Government would be negligent if it did not plan for replacements, upgrades and future capital infrastructure needs.
2. The prison population tends to rise as the general population increases. Police effectiveness has contributed to the increase in prisoner numbers in recent years and this is a sign of the success of the Government's approach to law and order issues.
