In relation to the Report No. 63, Office of the Inspector of Custodial Services, tabled in State Parliament on 15 June 2010, I ask:
(a) what directives, responses and actions has the Minister undertaken to address recommendation 15, that the Department must develop and implement clear standards with regard to the management of foreign nationals within the Western Australian prison system?

(a) The Department currently has various policies and procedures that incorporate the requirements of foreign national prisoners. Policy Directive 15 'Dietary and Nutritional Requirements' for example, establishes the requirement for all prisoner meals to be approved by a qualified dietician, and wherever practicable, for them to further meet their cultural and religious needs.
A further example is Policy Directive 7 'Religious and Spiritual Activities', which sets out the standards for ensuring all prisoners have an equal opportunity to practice the form of religion or spiritual beliefs of their choice, subject to the requirements for maintaining the security and good order of the prison.
It is accepted that this cohort is likely to increase, and similarly recognised that it is timely to establish a dedicated policy to provide clarity and ensure that all genuine needs and operational matters affecting foreign nationals receive appropriate consideration going forward.
This being the case, the development of a comprehensive State-wide policy specific to the management of all foreign national prisoners has commenced, as supported by the Department in their response to the Inspectors recommendation 15, and is due for completion in July 2011.
