Project 1 -FREIGHT SUSTAINABILITY WORKING GROUP PAPER. Objectives Freight transport impacts significantly on the economy, the environment and community in positive and negative ways. This paper proposes that transparent sustainability analysis involving economic, social and environmental criteria (termed the Triple Bottom Line) be applied to all projects and policies impacting on freight transport. Project 2 - MASTER PLAN / PLANNING PROCESS WORKING GROUP PAPER. Objectives To provide a plan for the development and management of the freight system that allows Government to deliver on the goals agreed with all stakeholders. Objectives The aim is to significantly increase the share of containers moved to and from the port by rail. Project 6 - FREIGHT STRATEGY - HYPOTHECATION PROJECT BRIEF Objectives Forcing a modal shift in freight transport from road to rail requires significant upgrading of the existing rail infrastructure. These proposed improvements involve: 1. Fremantle Port – constructing a rail loop into North Fremantle and upgrading road intersections at Leach Highway - Stirling Highway and Leach Highway – Stock Road; and, 2. Kewdale Freight Terminal – improving rail infrastructure and links. Further analysis of these proposed improvements will be necessary to get a more accurate and detailed estimate of costs and to set priorities. In parallel to these projects, the Freight Congress will be considering the best routes for Roe Highway Stages 7 and 8 and the alternatives to the Fremantle Eastern Bypass. A multi-criteria analysis approach will be used to identify and compare route options. Approximately 80 people from the Freight Congress are expected to attend two workshops in March 2002. (2).
