I refer to the report of the Legislative Council Select Committee on Reserves (Reserve 43131) Bill 2003. Given that the select committee reported that it was very concerned about the performance in these events of the Department for Community Development and the Department of Indigenous Affairs, what specific action has the government taken to ensure that - (a) the performance of DCD and DIA is examined and the problems identified; (b) a procedure for best practice is implemented; and (c) suitable auditing processes are initiated and conducted? Hon KIM CHANCE

I thank the member both for some notice of the question and for her patience when I felt it necessary to send back the original answer for some amendment. As I indicated at the time, the answer was fine but its wording lacked clarity. In answer to questions (a) to (c), I refer to the government’s response to the report of the select committee, which was tabled, pursuant to standing order 337, on 30 March 2005. The government believes that many of the findings can be considered partially or wholly without basis. The government’s point of view was expressed to a large extent in the minority report of Hon Jon Ford and Hon Louise Pratt. The government’s response provides direct comment on recommendations 1 to 4 in the report. The fifth recommendation concerned the standing orders of the Legislative Council, which is a matter for the Presiding Officer. None of the recommendations related to the performance of DCD or DIA.
