(1) As at 24 August 2012, the total prisoner population of Bunbury Regional Prison (BRP) is 312 prisoners.
(2) As at 24 August 2012, the total number of prisoners sharing a cell at BRP is 186 prisoners in 93 'doubled up' cells.
(3) The Department of Corrective Services (the Department) advises that Unit 1 cells at BRP are double bunked. The dimensions of these cells are 6.33 square metres, 3.11 x 2.03 metres.
(4) The Department advises that the cells containing one prisoner only at BRP are Units 2, 3 and 4. The dimensions of these cells are as follows:
· Unit 2 - 5.92 square metres - 3.10 x 2.03 metres.
· Unit 3 (self care) - 8.34 square metres (including a 1.18 square metres basin toilet area) - 3.58 x 2.48 metres.
· Unit 4 (pre release) - 9.02 square metres - 3.21 x 2.81 metres.
(5) The Department advises that Bunbury Regional Prison has an approved allocation of 111 FTE Prison Officers (PO) and 31 FTE Vocational Support Officers (VSOs). The PO FTE appointed to Bunbury is 118.5 and 30 VSOs.
(6) The Department advises that the difference between the appointed and approved is the vacant FTE. POs are 7.5 FTE over the allocation, therefore there are no PO vacancies. There is one VSO vacancy.
(7) The Department advises that the VSO position has been vacant since August 2011, pending a staff transfer.
(8) It must first be noted that the Department does not define 'assaults' in line with the
Criminal Code Section 222
. The Department defines assaults as per the COAG National Corrections Advisory Group which classifies them as follows:
· Serious assaults - victim subjected to physical violence that resulted in physical injuries requiring medical treatment involving overnight hospitalisation in a medical facility (e.g. prison clinic, infirmary, hospital or a public hospital) or on-going medical treatment. Serious assaults include all sexual assaults.
· Assaults
- victim subjected to physical violence that resulted in physical injuries that may or may not have required medical treatment, but not overnight hospitalisation or on-going medical treatment.
· Other assaults, no injury - victim subjected to physical violence that did not result in physical injuries or require any form of medical treatment.
(8)(a) As at 14 August 2012, the Department advises that during the period of 1 July 2011 to 30 June 2012, there were 15 assaults recorded against prisoners. This includes two serious assaults, 11 assaults and two other assaults.
(8)(b) As at 14 August 2012, the Department advises that during the period of 1 July 2011 to 30 June 2012, there was one assault recorded against staff.
