I refer to Budget Paper No. 2, Volume 2 at page 540 "Outcomes, Services and Key Performance Information – Service Summary", line item "Significant Issues impacting the Agency – Drug and Alcohol Focusing on Prevention", and ask: (a) what evaluation of the "Alcohol. Think again" and the "Drug Aware" social marketing campaigns have been undertaken; (b) will the Minister table the most recent evaluations; (c) if no to (b), why not; and (d) what other prevention measures will be taken in 2013-14?

(a) In 2012-13 the following "
Alcohol. Think Again
" and the "
Drug Aware
" social marketing campaigns were formally evaluated:
o
Alcohol. Think Again
'Parents, young people and alcohol' campaign; and
o
Drug Aware
Ecstasy Campaign.
The key effectiveness and efficiency indicators were:
o Correct take out messages from campaigns among target population; and
o Cost per person of campaign target group who are aware of, and correctly recall, the main campaign messages.
These indicators can be found in the 2012/13 Drug and Alcohol Office Annual Report, tabled by the Minister for Mental Health previously.
(b) Yes. The 2012-13 campaign evaluation results were included in the Drug and Alcohol Office Annual Report 2012-13 and the 2013-14 evaluation results will be tabled in the Drug and Alcohol Office Annual Report 2013-2014.
(c) Not applicable.
(d) In 2013/14, measures to prevent and reduce the adverse impacts of alcohol and other drug use will include:
o Education strategies, which include community education campaigns and programs (

Strong Spirit Strong Mind
) and evidence-based school drug education. Mass reach campaigns, related local action and supporting workforce training addressing the health consequences of harmful alcohol sue, youth alcohol use and alcohol and pregnancy will occur in 2013-14;
o Policy-related action, which includes the Local Government Alcohol Program in collaboration with WA Local Government Association, the Night Venues and Entertainment Events Project, the Emerging Psychoactive Substances Working Group and Opiate Overdose Strategy Group;
o Supporting the development of low-risk alcohol use in licensed and unlicensed settings;
o The further development of local action to address volatile substance use;
o Local alcohol management planning, which will continue to support self-nominating communities;
o Continued support for local drug action groups; and
o The development of partnerships enabling effective and targeted program delivery and the development of supportive environments that discourage drug use and harmful alcohol use. Examples include Closing the Gap and Breaking the Cycle partnerships with the Australian Government, local stakeholders and community groups.
