I refer to questions without notice 928 and 1028 asked in the
Legislative Council on Wednesday 9 September and Thursday 17 September
regarding the review of Synergy contracts in relation to the installation of
batteries and electric vehicles in households with solar panels.
(1) When was the review completed?
(2) Who was it conducted by?
(3) What were the outcomes of this
review?
(4) When will the review be made
public?
(5) What changes will be implemented
as a result of the review?

I thank the honourable member for
some notice of the question.
(1)–(5) Firstly,
the Minister for Energy wants to clarify that the questions the honourable
member for the Mining and Pastoral Region, Hon Robin Chapple, refers to relate specifically to the language
used in the application for installing or upgrading a renewable energy system
and bi-directional metering, and the review into the language used has been
completed. However, as indicated by the Minister for Energy in the Legislative
Assembly on Thursday 17 September 2015, the real issue is that there is
currently no reference service or tariff structure available from battery
storage and electric vehicle facilities. The minister can advise that Synergy
and Western Power are currently developing a non-reference service that will
allow for the exporting of electricity from those facilities. Western Power and
Synergy are working closely to find a solution that will cater for the expected
proliferation of those facilities in the future. The minister will update the
house when a solution has been developed in coming weeks.
