I refer to the Are you Bushfire Ready campaign co-ordinated by the Director of Government Media, and ask: (a) what savings was the Director able to negotiate for the advertising spend on this campaign; (b) did all the contracts under this campaign go to tender; (c) if not to (b), why not; (d) if yes to (b), what are the details of the tenders including value, successful tenderer and contract/tender numbers; and (e) who was responsible for decisions on which media outlets should carry advertisements?

(a) None. The Director of Government Media is not involved in negotiating any government campaign media purchases.
(b) Yes.

(d)  Two submissions were received in response to the tender document,
The Bushfire Ready Partnership Group
, seeking creative advertising and all related services including production, media planning, media placement and booking. The Brand Agency was the successful tenderer.
I refer to Question Without Notice 921 answered 3 December 2013 that the total value of the contract was $999,788. This figure is inclusive of all advertising production, advertisement screening, and publications and dissemination.
(e) Western Power's appointed creative advertising agency was responsible for providing media planning services, for recommending the most effective and cost efficient media buy for reaching the target audience, and saving taxpayer dollars.
