I refer to Budget Paper No. 2, Volume 1, page 203, and I ask -
(1) What percentage of the total Cost of Services is committed to delivery of services for the age group from zero to three years?
(2) What percentage of the total Cost of Services is committed to delivery of services for the prenatal period?
(3) Have the amounts referred to in (1) and (2) above increased or decreased since the 2010-2011 Budget?
(4) If there has been an increase, is it above or below cost and activity growth?

(1)-(4) The amount of $559.642 million referred to on page 203 of the Budget Papers for Total Cost of Services for 2011/12 contains allocations for the following key initiatives:
- Country Local Government Funding $146.3 million
- Regional Centres Development (SuperTowns) $85.5 million
- Pilbara Cities $60 million
- Regional Grants Scheme $52.2 million
- Mid West Investment Plan $40.8 million
- Gascoyne Development Plan $38 million
- Country Age Pension Fuel Card $26 million
- Regional Workers Incentives $25 million
- Regional Development Water, NRM Initiatives $22.8 million
- Community Resource Centre Network $16.1 million
The infrastructure and service initiatives referred to above are improving the standard of living for all regional Western Australians. Specific percentages and amounts of the Department of Regional Development and Lands' (RDL) budget spent on the zero to three year old and prenatal period age groups are not collated.
While RDL does not specifically target the age group of zero to three years, a number of State Government agencies that provide services to this group receive funding from Royalties for Regions to improve their service delivery. These include the Departments of Child Protection, Culture and the Arts, Health, Education as well as the Regional Development Commissions. These allocations would be reflected in their budget papers.
Details of all expenditure on Royalties for Regions for 2010-11 will be made available in the Royalties for Regions Progress Report 2010-11 which is expected to be tabled in Parliament this financial year. If the Member requires further information on these programs it can be found at:
