I refer to the Broome
Regional Centre Growth Plan Project Plan, Landcorp 2015 document produced by
Creating Communities that contains the Shire of Broome and Kimberley
Development Commission logos, and I ask: (a) is the Minister aware that the Regional Centres
Development Plan Steering Committee has accepted this plan; (b) is the Minister aware that in a letter
to the Broome Shire President, the Executive Chair of Regional Centres
Development Plan, Mr Stuart Hicks AO, said that the "…Project Plan provides a sound basis on which the Growth Plan
Partnership can procure specialist support and guide development of its Growth
Plan"; (c) is the Minister aware that the Broome
Regional Centre Growth Plan Project Plan states on page 6 that the site of the
now defunct Woodside LNG proposal at James Price Point, "…is now fully approved
for development and represents an important opportunity"; (d) is the Minister aware that the site of
the proposed Woodside LNG proposal at James Price Point is not "fully approved"
as it has yet to be recommended for approval by the Western Australian Appeals Convenor, yet to
be approved by the Western Australian Minister for Environment, yet to be recommended for
approval by the Commonwealth Department of Environment and yet to be approved
by the Commonwealth Minister for the Environment; (e) is the Minister aware that, in addition
to not being approved at either a State or Federal level, there is no proponent
for the proposed LNG facilities at James Price Point; (f) will the Minister ensure that the erroneous
statement that the site of the now defunct Woodside LNG proposal at James Price
Point, “…is now fully approved for development” is corrected and that
departmental staff, Landcorp staff, the Shire of Broome and the Kimberley
Development Commission are aware of this factual error; (g) if no to (f), why not; (h) is the Minister aware that if the site was to be
approved for use, it can only be used to process gas from the Browse Basin; (i) as the Broome Regional Centre Growth Plan
Project Plan states that the proposed site “…represents an important
opportunity”, is the Minister, or his department aware, of what this important
opportunity is; (j) if yes to (i), will Minister explain what this is; and (k) if no to (i) and or (j), why not?

(H) - (i) The Browse LNG Precinct is a strategic industrial area, planned to foster efficient development of the offshore Browse Basin and onshore Canning Basin gas fields.  The Precinct does not rely upon any single proponent as the Government takes a long-term approach to the strategic development of the State’s resources.
