I refer to the list of major achievements for 2005-06 as detailed on page 608 of the 2006-07 Budget documents under the Department of Housing and Works and the ‘achievement’ to ‘streamline the tender award processes’ and ask -
(1) What form did this take?
(2) How does it differ from the previous process?
(3) What further work is proposed in this area?

A greater number of consultancy contracts are being awarded rapidly through period consultancy panels due to the raising of the contract value limits to $500,000 for architectural services and $300,000 for project management services. Managers are now able to directly select consultants from the period consultancy panels. (2) Previously financial due diligence checks on tenderers were carried out at the time of each tender by external consultants for all contracts greater than $1 M and internally within the Department for all other contracts greater than $100,000. The previous maximum value of consultancy contracts from period panels was $50,000. Selection of consultants for the award of contracts from period consultancy panels was previously through a committee. (3) Managers will be given higher delegated levels of authority to approve contracts. The time to award contracts will be more closely monitored and managed. The Tenders Committee will meet twice weekly instead of weekly as at present. The value of consultancy contracts that can be awarded from period consultancy panels will be raised for engineering and other consultancy contracts.
