In relation to all agencies, departments and trading enterprises within the Premier’s portfolio of responsibilities that maintain a register of gifts and benefits offered to employees but not accepted, I ask: (a) how many gifts or benefits have been offered but not accepted since 1 January 2013; and (b) for each gift or benefit offered but not accepted since 1 January 2013: (i) what was the nature of the gift or benefit; (ii) what was the name of the individual or organisation that offered the gift or benefit; (iii) what was the relationship of the employee to the individual or organisation that offered the gift or benefit; and (iv) what was the estimated cost of the offered gift or benefit?

Public Sector Commission
(a - b) The Public Sector Commission does not maintain a register of gifts or benefits offered to employees but not accepted. The Public Sector Commission does not believe that such a register is required given the nature of its business. Notwithstanding, the Public Sector Commission requires that employees disclose any perceived, potential or actual conflicts of interest, and any employee would be able to declare such an offer in this context. No such offers have been declared during this period.
Department of the Premier and Cabinet
(a - b) In response to the Question on Notice 1484 asked in the Legislative Assembly on 31 October, 2013, the answer provided on 3 December 2013 reflected inaccurate information with relation to the Department of the Premier and Cabinet (DPC). The DPC maintains a register for gifts and benefits received and accepted by its staff, however it does not maintain a register for gifts and benefits received but not accepted by staff. The intention of the Conflicts of Interest policy, procedures and register is to ensure that any real, perceived or potential conflict of interest that could give rise from a staff member accepting a gift or benefit is lodged and assessed accordingly. Therefore the question posed above cannot be answered as the DPC does not maintain such a register.
