(1) What was the overall cost of holding the Commonwealth Heads of Government Meeting 2011 (CHOGM) and the Arts and Culture Festival to the Western Australian Government? (2) What was the cost of advertising events under the Department of Culture and the Arts portfolio during CHOGM? (3) What was the budget for each of the following events that took place as part of the CHOGM and the Arts and Culture Festival: (a) Street Theatre events; (b) Indigenous Programs/events; (c) Photography projects; (d) Music concert/s; (e) Online short film projects; and (f) Screening of films from other nations? (4) What were the actual costs of (3) (a) through (f) above? (5) What was the cost of the fireworks display during CHOGM? (6) What was the cost of the closing music concert during CHOGM? (7) What was the cost to the government or Department of Culture and the Arts of the “free” events to patrons during CHOGM? (8) Can the Minister advise how many events were staffed by volunteers and how many events were staffed by paid staff members at all of the events during CHOGM?

(1) I refer the Member to the detailed report the Premier tabled in Parliament on 29 November 2011 which gave a breakdown of the total cost of CHOGM and associated activities.
Since this report was compiled, final audited costs for the Commonwealth Festival have been confirmed by the Perth International Arts Festival (PIAF). Total cost to State Government of the Festival was $2,246,110.
(2)The total amount spent by the Commonwealth Festival on direct marketing, which includes advertising expenditure, was $234,596 (as per PIAF's audited accounts).
(3) The contract budget (February 2011) stated the following program and production costs:
(a) Street Theatre: $294,500
(b) Indigenous Programs/events: $70,000
(c) Photography projects: $110,575
(d) Closing Music Concert and Gala Concert: $412,325
(e) Online short film projects: Nil
(f) Screening of Commonwealth Film Festival: $59,200
(4 - 7) As noted in the reply to Legislative Assembly Question on notice 367 in July 2013, grants were provided to PIAF to deliver the Commonwealth Festival. PIAF reported against overall costs in the categories of production, marketing/media and administration. The final cost of individual events was not reported separately in PIAF's audited accounts.
(8) Events produced by the Commonwealth Festival were attended by paid staff. Events produced by State cultural institutions, and included under the Commonwealth Festival banner, utilised volunteers as per the institutions' normal operations.
DCA cannot comment on events that were not produced by the Commonwealth Festival or State cultural institutions.
