The education system in Western Australia will have tertiary entrance exams, which will be based upon a proper process that correctly determines the value and quality of the students who come through at the end. The government will continue with its drive to raise literacy and numeracy standards throughout the education system in Western Australia. Our record of achievement in this area is there for all to see. We have boosted resources in the early years of education for literacy and numeracy. Testing is undertaken in years 3, 5 and 7, and will now also occur in year 9. A bill will soon be introduced to the Parliament to ensure that all youngsters aged 16 and 17 years are involved in either education or training in Western Australia, so that we can raise the standard of people who enter the labour market. We are a government of standards. That is the basis upon which we make all changes to the education system. The use of the term “outcomes-based education” and all the elements of it are based upon the proposition that the standard of education will be raised.
