I refer to the
answer I received on 11 November. We were informed that 40 covert and overt
operations had been conducted to detect the solicitation of rent bids since the
introduction of rental reforms in 2024.
(1) Could government please provide the definition
of the word "operation" that was used to provide me with the answer
to my question.
(2) Could an operation be as simple as a phone
call, a visit to a property or checking the listings on a real estate website?
(3) Can the government provide a numeric breakdown
of the 40 operations by type and by covert versus overt?

(1) The word "operation" describes the
procedure for identifying which rental property listing would be visited and
how and when that visit would be undertaken, which investigators would
undertake the visit, the actual visit to the rental property and the outcome of
that visit being recorded.
(2) Both covert and
overt inspections occur from analysing the listing at the time, selecting a
random sample to visit, and onsite visits, not phone calls.
(3) Of the 40 operations, 13 were overt and 27
were covert. The Department of Local Government, Industry Regulation and Safety
no longer undertakes overt operations, as that was the initial phase-in
strategy whether the new legislation was first introduced in 2024.
