I refer the Premier to his speech to the WA Media Club on 12 January in which he said that Western Australians have it on record that when the government has the capacity, it cuts taxes. Dr G.I. Gallop : That is right. Mr D.F. BARRON-SULLIVAN : Given that the goods and services tax windfall from the federal government in 2005-06 will be $235 million, will the Premier commit to tax cuts of at least that amount? Dr G.I. GALLOP

AnswerView source ↗

I remind the member that when Hon Richard Court signed the intergovernmental agreement to establish the goods and services tax, the Prime Minister of Australia - the same Prime Minister we have now - went to the public of Australia and said, “Isn’t this wonderful; we’ve now given the states ‘a growth tax’.” That was the whole basis upon which the states received the GST. It has turned out to be a growth tax and the people of Western Australia know that their government will consider these issues when determining how to spend that money. The government will consider the tax system and whether the people need tax relief; it will consider health, education and police services; and it will consider the infrastructure needs of the state. The state government will make those decisions on the basis of its understanding of the needs of the Western Australian people. The Western Australian people will then judge whether they were good decisions when they vote at the next election. Mr D.F. Barron-Sullivan : You’re a tax addict! Dr G.I. GALLOP : What an interesting comment. The biggest ever tax decreases that have been passed through the Parliament of Western Australia went through as part of our announcement last October. Mr D.F. Barron-Sullivan : Don’t talk about the three years before that! Several members interjected. The SPEAKER : Order, members! Dr G.I. GALLOP : It is interesting that Western Australia with a Labor government is leading the nation. I will tell members why a Labor government matters and why we are on this side of the house and those opposite are on the other side. The first reason the people need a Labor government is that a Labor government understands that if the people of Western Australia are going to be enthusiastic and committed to their state, we need social justice. Social justice was not provided under the previous government, when worker after worker throughout the state was exploited through workplace agreements. That has all gone. We now have justice in this state, with a new air of enthusiasm and a new commitment from the people to deliver results. The second reason the people need a Labor government is that a Labor government understands the importance of the environment. The environment has been given great prominence in our decision making to ensure that our lifestyle and unique environment are protected. The third reason we need a Labor government is that a Labor government understands that when it governs today it must think about tomorrow and the day after, so it plans for the future. A Labor government stands for social justice, the environment and planning for the future. Mr P.D. Omodei : What about tax cuts? Dr G.I. GALLOP : We have delivered tax cuts, and more tax cuts will be announced in the budget tomorrow, as we outlined in our election campaign. The SPEAKER : Order! I call to order for the first time the member for Vasse.
