(2) The City of Stirling has advised the DEP that waste in 240 litre Mobile Garbage Bins (MGB) is collected by a one-arm collection truck, in the same manner as other MGB-based recycling systems. The material is taken to the Atlas facility in Mirrabooka, where it is unloaded in the facility's reception hall. Atlas has advised the DEP that it is then physically inspected for hazardous, large and non recyclable items, and glass bottles, which are removed. The organics are then separated in a proprietary mechanised trommel process. There is a magnetic separation of steel items and hand picking to remove aluminium as well as recyclable grades of plastic. Separated organics are removed to a composting plant at Calingiri, where they undergo a composting process. (3) I am advised that the compost is used for agricultural purposes on a farm located at Old Plains Road, Calingiri. (4) The new Waste Management Board is considering key issues, including implementation of the National Packaging Covenant. Draft Environmental Protection (UPM-NEPM) Regulations are in preparation to implement the associated National Environment Protection (Used Packaging Materials) Measure.
