CONSTRUCTION PROJECTS - TENDERS
I refer to the process followed to obtain tenders for construction and similar projects. (1) Is an internal confidential assessment made about the likely value of a tender? (2) If yes to (1), what is the process? (3) If no to (1), how are tenders evaluated for their accuracy? Hon KATE DOUST

I thank the member for some notice of this question. The Department of Housing and Works advises - (1) Yes. (2) A quantity surveyor is engaged by the Department of Housing and Works to manage the cost of a construction project against the budget. This involves working with the department and the design team to progressively refine the cost estimate as the project design and contract documentation are developed. A pre-tender estimate is prepared for the department just prior to calling tenders. This estimate is used to evaluate the value of tenders received. (3) Not applicable.
