I refer to Alcoa's Mining and Management Program (MMP) 2023-2027, approved by the Minister on 14 December 2023, and I ask: (a) what circumstances, information, advice or data
prompted the requirement for the $100 million financial guarantee from Alcoa to "help fund Government's response in the unlikely event of an impact to Perth's drinking water dams"; (b) please explain potential events and impacts to
Perth’s drinking waters intended to be covered by the guarantee and significant
contributors to such events if they were to occur; and (c) can the Minister please table Alcoa's approved MMPs
for the following periods, including any attachments or
appendices, and any conditions attached to their approval: (i) 2021-2025; and (ii) 2022-2026?

(a – b) The $100 million financial security was a commitment by Alcoa as a supplement to its submission of the 2023-2027 Mining and Management Program (MMP), to provide Government with immediate access to funds should Alcoa’s mining and related activities cause a significant disruption to public drinking water
(c)(i – ii) The 2021-2025 MMP was made published on 21 July 2023 on the Department of Water and Environmental Regulations website as part of the supporting documentation from Alcoa for an application to amend its Willowdale mine licence under Part V of the Environmental Protection Act 1986 . The 2021-2025 MMP has also been re-approved for the period of 2022-2026. I now table the published 2021-2025 MMP and 2022-2026 MMP.
