I have a supplementary question.
Noting the minister's answer to this question and noting his comments
in the public arena in relation to that which has gone wrong with this
contractor model, at what point, given that the minister implemented this
system in his first go as a minister for this department, does the minister
personally accept any leadership responsibility for failures of this project?

In the middle of last year I
instructed the department to employ an external auditor to audit the program. I
think that is assuming responsibility.

you said, ''I accept responsibility personally''?

T.R. BUSWELL : I personally contacted the CEO of the Department of Housing
and I personally instructed him to engage an external auditor to provide me
with advice on the program. I think that is taking responsibility. I had a full
presentation and briefing from the auditors. The member was critical at the
time that I excluded the CEO of the Department of Housing from those briefings.
The reason he was excluded, member, is that I wanted a full and frank
assessment from the audit team as to his performance and the performance of the
department. The second point is that I still have some areas of concern around
oversight of payment and oversight of quality. They are now being audited.
