I refer to question without notice 801 in which the minister indicated on advice from her department that the Kailis mooring was located in “the area indicated in the mooring application”, and question without notice 870 in which the minister attested that the Kailis tuna cage is “less than 200 metres from its approved location”. I provided to the minister for her information a survey map from a licensed surveyor dated 29 October 2004 giving the position of the Kailis mooring as 596 metres from its approved position and another 598 metres from the amended mooring location requested by South East Fisheries. I was going to seek leave to table the survey map, but under the standing orders I think I should ask whether the parliamentary secretary will table it. (1) Who checked the Kailis mooring on 7 December 2003? (2) Does the department still navigate using sextant and hourglass; and, if not, will the minister explain how the information that was provided could be so inaccurate? (3) Given that the minister claimed that I provided inaccurate information by stating that the new mooring requested by South East Fisheries is actually over one kilometre from the approved location of the Kailis mooring, when can we expect the minister to apologise and correct the parliamentary record? The PRESIDENT: That sounds like a question that has probably breached about four standing orders; however, let us see what the ministerial response is. Hon KEN TRAVERS

As we are such an open and accountable Government, I will answer the question despite the fact that it breaches, as you, Mr President, quite rightly pointed out, so many of the standing orders. I thank the member for some notice of this question. I am advised - (1) Department for Planning and Infrastructure regional transport officer Garry Wilson. (2) The position was confirmed using a hand-held global positioning system. (3) There is no assurance that the measurements tabled by the member are correct; however, the Department for Planning and Infrastructure has been asked to arrange for a reassessment of the mooring positions and to report back to the minister on this matter.
