With regard to the Draft Gingin Coast Structure Plan -
(1) Is the Minister aware that prior to the release of the Draft Gingin Coast Structure Plan in December 2003, the Community Advisory Group had not met with the project team since August 2000, even though the terms of reference for this project had been changed significantly by the removal of the heavy industry component from the draft plan?
(2) Does the Minister believe that excluding the Community Advisory Group from this vital revamping of the plan is in the spirit of the Premier’s desire to encourage greater participation in community consultation processes as outlined in the foreword to ‘Consulting Citizens - a Resource Guide’?

The Community Advisory Group has not been excluded from the revisions to the draft Gingin Coast Structure plan. Structure planning processes, by their very nature, involve a high degree of consultation through the various stages of development. It is normal practice to consult with the community (including the Community Advisory Group) during the finalisation of the draft plan and to take into account any further factors that the Minister may deem to be appropriate. These factors (including the re-examination of a need for a port and industrial area at Breton Bay) were duly included in the draft plan that was published and released for public comment, for an extended period of 120 days by the Minister for Planning and Infrastructure on 24 December 2003. A copy of the draft plan was posted to members of the Community Advisory Group on 18 December 2003 with a request that their comments be received no later than 30 April 2004. The Member should also note that, in order to allow for a high degree of both transparency and communication across the two groups, Bill McNee, MLA Member for Moore, has chaired both the Community Advisory Group and the Gingin Coast Structure Plan Steering Committee.
