PERTH PARKING LICENCE FEE INCREASE — TREASURY INSTRUCTION
(1) Why did the subcommittee of cabinet preparing the budget include an increase in the Perth Parking Management Act fees when there were no proposals to spend the increased revenue? (2) Does the Treasury instruction to the Department of Transport at its meeting on 19 May that no proposals are to be presented to spend this increased revenue still stand; and, if not, what is the current position? (3) Can the Treasurer guarantee that none of this increased revenue will be used to fund the WA government’s contribution to the Northbridge Link project, including the new bus terminal? (4) Has the government sought any advice to confirm whether this increase in fees is legal? (5) Does the Treasurer believe that this massive increase in fees without any proposals for spending the increased revenue meets the legitimate expectations of the people affected by this increase; and, if so, why? Hon HELEN MORTON

I thank the member for some notice of this question. (1) The increase in the Perth parking levy was part of a number of measures endorsed by the government as part of the 2009-10 budget. Spending proposals for the Perth parking levy will be made once the government has had the opportunity to assess the public transport requirements within the central business district and make informed decisions on future public transport needs and the associated funding. (2) The minister is entitled to present proposals at any time during the year. (3) Utilisation of the Perth parking levy will be considered as part of the overall assessment of public transport requirements within the central business district, including the Northbridge Link precinct. (4) No. (5) Yes. It is expected that the general public will take some comfort from the fact that the government will assess requirements properly before making spending decisions, including those associated with projects such as the Northbridge Link.
