I thank the member for some notice of this question. (1) Through the Australian Transport Council, all state marine authorities have agreed to adopt the National Standard for Commercial Vessels, part D, crew competencies. Part D contains the changes to the master class 5 ticket which include the removal of any distinction between fishing and trading categories. Formal adoption of the national standard will occur once the respective statutes are amended. (2) The ATC agreed to the adoption of part D in May 2001. (3) Drafting instructions are currently being prepared for the legislation to be amended.
