YOUTH MENTAL HEALTH SERVICES
603. Hon SAMANTHA ROWE to the minister
representing the Minister for Mental Health:
I ask this question on behalf of Hon Stephen Dawson, who is out of the
chamber on urgent parliamentary business.
I refer to youth mental health
services in Western Australia.
(1) What is the
value of funding cuts to be made by the federal government for headspace
programs in Western Australia and on what date will these cuts take effect?
(2) Will the state government cover
the funding deficit to headspace in Western Australia?
(3) Can the
minister confirm that with 20 beds open, we now have the same number of child
and adolescent beds in Western Australia as detailed in the 2012 Stokes review?
(4) The ''Better
Choices. Better Lives. Western Australian Mental Health, Alcohol and Other
Drugs Services Plan 2015–2025'' details that by the end of 2017 Western
Australia needs 21 infant, child and adolescent beds, 32 youth acute beds and
14 youth subacute beds. Can the minister advise whether these beds can be
delivered?
(5) How many
acute beds and which locations will be available to 16 to 17-year-olds in 2016–17
and 2017–18?

On behalf of the minister
representing the Minister for Mental Health, I thank the honourable member for
some notice of the question.
(1) The Liberal–National
government is unable to answer questions relating to federal government
funding.
(2) All requests
for funding for mental health services will be considered as part of the Mental
Health Commission's normal procurement process.
(3) The current
number of beds for children and adolescents remains the same as those detailed
in the Stokes review.
(4) The ''Better
Choices. Better Lives. Western Australian Mental Health, Alcohol and Other
Drugs Services Plan 2015–2025'' provides a modelled optimal mix
of services on page 105, which includes 20 infant, child and adolescent beds,
18 youth acute beds and 14 youth subacute beds by the end of 2017. The delivery
of these beds, like all other aspects of the plan, will be subject to normal
government approval through budgetary processes.
(5) The Mental
Health Commission and the Department of Health are currently negotiating the
locations for the provision of youth acute beds in 2016–17 and 2017–18.
