I refer to the National Partnership Agreement on Skills Reform signed by all Australian States and Territories on 13 April 2012, and I ask —
(1) What progress has been made in relation to the development of Western Australia's jurisdiction specific Implementation Plan?
(2) Will the Implementation Plan be publicly available?
(3) If yes to (2), when will this Implementation Plan be made publicly available?
(4) Has the Government developed an approach for funding and administering VET FEE-HELP Assistance for state subsidised diploma and advanced diploma courses as required under the National Partnership Agreement?
(5) Does the Government intend to make VET FEE-HELP available for courses other than Diplomas, Advanced Diplomas, Graduate Certificates or Graduate Diplomas as part of the new Vocational Education and Training model or otherwise?
(6) If yes to (5) —
(a) when will VET FEE-HELP be available;
(b) for which courses will VET FEE-HELP be available; and
(c) will VET FEE-HELP be equally available for students enrolled with State Training Providers and private Registered Training Organisations?

(1) Officials from the Department of Training and Workforce Development and the Commonwealth Department of Innovation, Industry, Science, Research and Technology have held initial discussions on the broad parameters of the Western Australian Implementation Plan. The draft Implementation Plan will need to be considered by central agencies of the State Government before being recommended for sign off by respective Ministers.
(2) Yes.
(3) The Implementation Plan will be made publicly available once signed by the State Minister for Training and Workforce Development and the Commonwealth Minister for Skills.
(4) At this stage I anticipate that income contingent loans (ICLs) will be introduced together with the training entitlement model. Preliminary discussions are underway, and an appropriate policy framework for the implementation of ICLs will be developed in consultation with the Commonwealth government and State Government central agencies.
(5) As the policy framework has not yet been developed for ICLs, it is premature to provide further details. It should be noted that the primary focus of ICLs under the Skills Reform National Partnership is on diploma and advanced diploma courses.
