I refer to page 13 of the 2017 Annual Report for the Department of Agriculture and Food WA which states that 3 out of 4 key effectiveness indicators were met and I ask the Minister to: (a) Please provide a list of these 4 key effectiveness indicators; (b) Please list which 3 were met and which 1 was not met; (c) Please explain why that 1 effectiveness indicator was not met; and (d) What is being done to ensure that it is met in 2018?

(a) The four key effectiveness indicators for the Department of Agriculture and Food (DAFWA) were:
· Indicator 1 - Proportion of co-investment in DAFWA-led initiatives (%)
· Indicator 2 - Proportion of businesses that consider DAFWA has positively influenced the profitability of the sector (%)
· Indicator 3 - Proportion of businesses that consider DAFWA has fostered innovation (%)
· Indicator 4 - Proportion of businesses that consider DAFWA has positively influenced sustainability (%)
(b) Targets were met for indicators 2, 3 and 4. The target for indicator 1 was not met.
(c) The target was not met for indicator 1 as DAFWA’s expenditure of co-invested funds was lower than targeted. This was because DAFWA completed several major contracts; had a primary focus on the Royalties for Regions funded Seizing the Opportunity initiative (which is not considered a co-investment as the funds stem from the state government); and DAFWA’s overall funding continued to decline, reducing leveraging opportunities.
(d) Indicator 1 became an effectiveness indicator in the Department of Primary Industries and Regional Development (DPIRD) 2017-18 Budget Paper. DPIRD is seeking co-investment in initiatives that it leads over 2017-18.
