I refer to your answer to question on notice No. 109 of 2001 -
(1) Is the 10 day rule still being rigorously enforced?
(2) In view of your claim to give open and accountable government, why will you not provide statistical details of the waiver of this rule?
(3) Since when have matters of management as opposed to the detail of discussions before cabinet been confidential?
(4) What kind of confidentiality is it and are you able to refer me to any authority that backs up this claim to confidentiality?

(2)-(4) The Cabinet agenda is the business list for Cabinet meetings and as such details relating to its content or formulation are covered by the convention of Cabinet confidentiality.
