(a-f) Following passage of the Keystart Act 2024, Keystart became a Government Trading Enterprise (GTE) effective 1 July 2025, with the operations of both Keystart and the Country Housing Authority consolidated into the new GTE.
As a GTE, Keystart is subject to the Freedom of Information Act 1992 in its own right. As such, Keystart and the Country Housing Authority are no longer offices or bodies regarded as part of the Department of Housing and Works, necessitating an amendment to Schedule 2 of the Freedom of Information Regulations 1992.
The amendments were developed as part of the broader administrative and legislative implementation processes associated with the establishment of Keystart as a GTE.
Relevant Government stakeholders and agencies involved in the transition process were consulted as part of this work. Keystart is not aware of any concerns raised in relation to the amendment regulations.
