I refer to the comments made
yesterday by Hon Nick Goiran that the government's proposal to excise
Burswood Casino and the new stadium from the Town of Victoria Park and put it
into the City of Perth ''lacks any detail or persuasive rationale''
and that ''this really is not satisfactory.''
(1) Will the
minister now say publicly what he says privately, that the Swan River is the
obvious natural boundary between the City of Perth and the Town of Victoria
Park, as previously found by the Local Government Advisory Board?
(2) When will the minister provide his ''persuasive
rationale'' for this ridiculous proposal?

I think Hon Nick Goiran is entitled to his opinions and, as a member of Parliament,
standing up for his community, I think he made a very rational statement last
night. The interesting part right now, though, is the Local Government Advisory
Board process. The advisory board is taking submissions until 13 March 2014,
less than two weeks away. Public submissions are open. The Local Government
Advisory Board will review the process. I feel that the City of Perth is a
capital city; it is the city we are trying to develop and the icons should be
in that capital city. This is why the proposal looks at the new stadium and the
Crown Casino as being a part of the city. The member is referring to where we
are in the reform process and the advisory board will look at it. There has
also been interesting dialogue around a report done back in 2007 about the
Belmont Park Racecourse going into the City of Belmont. In that report it comes
back in the way the member refers to. I am confident that the advisory board is
an independent body that will do that work. The board will come back to me in early
July and I will have a look. And, as members all know, when the advisory board
comes back to me, I can only accept or reject it; I cannot amend it. It is out
of my hands and up to the independent advisory board. I cannot change it. I put
the proposal in—my proposal is only one proposal; there have been 34 proposals
to the advisory board, the board will conduct the submission process and then
make a final report back to me.
