I refer the Minister to the awarding of tender to Worley Parsons on April 6 2005, to survey commercial and recreational boating activity in Coral Bay, and ask -
(1) What is the purpose of the survey?
(2) Will there be more than one survey undertaken?
(3) Why didn’t the Government undertake such work before making a decision as to the size and location of boat ramp facilities at Coral Bay?

· a management plan for the new boating facility; · capacity of the existing Coral Bay Boating Strategy to address issues associated with the new boating facility (e.g., boat numbers, draft size, mooring locations and boating channels); · potential impacts derived from boating activities following recent amendments to sanctuary zones within the Ningaloo Marine Park; and · activities currently underway in Coral Bay, particularly in relation to current and future traffic, access, parking and accommodation requirements. 2. The study comprises a total of six surveys of both commercial and recreational boating activities over a 12 month period. The surveys will occur during both high and low seasons and related peak and non-peak periods occurring within each of these seasons. 3. The decision to proceed with the boating facility at Monck Head was made for the following reasons: · The debate over boating facilities in Coral Bay had continued unresolved for more than a decade and the Government was not prepared to accept existing and potentially unsafe boating arrangements for another three or four years while searching for any potential alternative location, which had no guarantee of being secured. · The final decision to locate the boating facility at Monck Head was, in fact, based on thorough investigations of multiple locations in terms of coastal processes, engineering feasibility and environmental sensitivities. These investigations resulted in the selection of two possible locations, namely Monck Head and North Bills Bay, the preparation of detailed concept designs for both locations as part of a Public Environmental Review, and the subsequent determination of the North Bills Bay facility as being environmentally unacceptable. · The boating survey in regard to this Question has been designed to update existing boating activity data, which was used in the initial evaluation of the location and size of a boating facility for Coral Bay and to collect new data for the purposes outlined in the response to part 1 of the Question.
