596. Hon KATE DOUST to the
Minister for Commerce:
I refer to the minister's
response to question without notice 449 on 5 May 2015 concerning the external
cladding product Alucobest.
(1) Has the
Building Commission contacted individual Western Australian companies or
developers in its examination of whether the product has been used in this
state?
(2) Has the
Building Commission been in contact with federal authorities since 5 May 2015
in relation to the potential use of the product in WA?
(3) If yes to (2), what was the
outcome of that contact?
(4) Can the minister guarantee the
product has not been used in Western Australia; and, if not, why not?

I thank the honourable member for
some notice of the question.
(1) The
Building Commission has been liaising with the Australian Building Codes Board
about the draft wording for states and territories to use in a nationally
consistent communique and is finalising correspondence to all the registered
builders and building surveyors in Western Australia.
(2)–(3)
Yes. The ABCB and Standards Australia have no information about the use of the
product in Western Australia. Further to the report referred to by the member
in question without notice 449, the Building Commission has been advised by the
ABCB that this product was non-compliant because of the circumstances in which
it was used at the time in Victoria. The ABCB further advised that Standards
Australia is seeking to improve its suitability assessment of such products for
particular circumstances. Standards Australia has for some time been
investigating appropriate test methods that reflect the actual performance of
external wall assemblies under all fire conditions.
(4) There is no mechanism for recording each and every building
product used throughout the state.
