I refer to table 2, which models the effects of the eastern breakwater on flushing rates and is found on page 10 of the December 2001 public environmental review assessment No 1379 draft addendum report prepared on behalf of the Geraldton Port Authority. (1) Will the minister advise whether actual flushing rates have been monitored for each of the locations of the town beach, main harbour and fishing boat harbour in summer and autumn/winter; and, if so, will the minister please table that data? (2) If not, why not? (3) Will the minister outline the water quality protection measures that have been required since the completion of the eastern breakwater and when they were required? Hon KEN TRAVERS

I thank the member for some notice of this question. I am advised - (1) Flushing rates were modelled as part of the work done by Global Environmental Management Pty Ltd in the data compilation for the public environmental review associated with the port enhancement project and foreshore redevelopment. There has been no monitoring of ongoing flushing rates at the town beach, main harbour or fishing boat harbour. (2) No commitment to undertake specific monitoring was made by the Geraldton Port Authority, nor was any ongoing obligation placed on it within Environmental Protection Authority bulletin 1050 of June 2002. (3) The Geraldton Port Authority has numerous ongoing environmental monitoring requirements under the port enhancement project monitoring and management plan, including water quality management and monitoring encompassing light monitoring, which is undertaken on a three-weekly cycle. Further, under the GPA’s operating environmental management plan, biannual water quality monitoring is undertaken, with the water tested for a range of analytes. These reports are submitted to the Department of Environment on an annual basis as per the GPA’s licence requirements.
