projects in various stages of completion across Perth. Could the minister
please update the house on the progress of these important community projects?

I thank the member for Kingsley for her great support for
sport; she always supports it very strongly.
There has been great progress on the community and the other
major projects, as the member mentioned; of course, the stadium that she
mentioned is probably the most significant sporting project in the state's
history. We have gone through a comprehensive planning process, and we are now
into the procurement phase. That planning process has been very important. We
will see a fantastic stadium with a series of Australian ''firsts''
and ''bests''. I will not go through all of them, but there will
be the biggest on-field videos screens, a high standard of team facilities,
roomy general admission seats and the highest ratio of female toilets. I could
go on and on, but I will not. It will be wonderful!

The pre-construction site works are due to commence early to mid-2013, and of
course the stadium will be ready to go for the 2018 football season. We have
done a lot of work, which really gives us great confidence that, through that
planning, we will see a magnificent stadium delivered.
I am also really delighted with the
progress at nib Stadium, where our rectangular sports will be held. That is a
$95.1 million project, and within that budget we have been able to include a
new southern stand that has just been completed. Rapid progress is being made
on the eastern stand.
Mr J.N. Hyde :
Minister, why is the power supply being diverted through Mt Lawley for that?
Are you still on budget with it?
Mr
T.K. WALDRON : We are under budget, and we have actually added a whole new
southern stand that was not part of it. I think we have done pretty well.
Mr J.N. Hyde :
Where is the electricity coming from?
Mr T.R. Buswell :
From the power station! It is coming from the power station!
Mr T.K. WALDRON :
The thing to note is that for the clubs involved there will be a new pitch, new
lighting, and a new public address system.
Mr J.N. Hyde : Yes,
but not via East Perth. It has gone for a walk up Mt Lawley.
Mr
T.K. WALDRON : The member for Perth should listen to this; this is great
value for him!
The
SPEAKER : Treasurer and member for Perth, if you wish to have further
discussions I suggest you have them outside this place if you really want to
discuss things at the moment. I am interested in hearing from the Minister for
Sport and Recreation.

As I said, there will be a new pitch, new lighting and a new PA.

without electricity!
Mr T.K. WALDRON :
There will be great benefits for Perth Glory and Western Force because they
will have much fewer match-day costs and much more ability to earn on match
day. It will actually be a real bonus for those two sports.
We also announced the funding for the Western Australian
Institute of Sport high-performance centre, which is long overdue; it is a
really important commitment to the elite side of sport. Funding of $33.7 million
has been committed to ensure that all athletes—both able-bodied and
disabled—can prepare for the Rio Olympics in a fantastic
state-of-the-art facility.
Of course, the long, long talked about state netball centre
has now been delivered for $26.1 million through a fantastic partnership with
the Town of Cambridge. It will be the new home for elite netball but within a
community-based environment, which I think is important. West Coast Fever will
train there, and Netball Western Australia will have their administration
there. The high-performance squads will be based there, and it will also be
accessible to community netball. The state will also construct roads and car
parking to improve traffic management at that venue, which can be a problem.
Talking about cars, there is $15 million of funding to
redevelop Barbagallo Raceway. I think a lot of people have seen the new
in-field pit complex, the new safety measures, and the three-storey media
centre, which is fantastic. We have secured the highly successful V8 Supercars
series, but do members know what the other good part about it is? It is that
during the other 51 weeks of the year our local motorsport will now have a
state-of-the-art facility, and that is just as important as securing the V8s.
We increased funding to the community sporting and recreation
facilities fund to $20 million, which has provided financial assistance to
Beatty Park, the City of Mandurah Aquatic and Recreation Centre and the Ray
Finlayson sporting complex in Kalgoorlie. We should not forget the small grants
rounds of CSRFF. I will be announcing some more of those shortly.
I must also mention Perth Arena, which opened very
successfully on Saturday night. I congratulate the previous government for its
role in its establishment, as did the Premier publicly on Saturday night. I
want to make one comment about the naming rights. The government will retain
the naming rights to Perth Arena. As the people of Western Australia would
expect, given that it is such an important piece of state infrastructure, we
want a name that reflects and belongs to all Western Australians. The long-term
benefits of having Perth Arena will far outweigh any short-term benefits. People
do not understand that the commercial program with Perth Arena has been an
outstanding success. We have five founding partners who have agreed to terms.
Collectively, they will provide large sponsorship over the next five years that
will deliver great pricing and promotional benefits. The corporate suites have
sold out and there is a waiting list for corporate suites, which is just about
unheard of. Importantly, we have utilised the attractiveness of the corporates
being associated with Perth Arena without compromising the state's
desire to maintain the naming rights to the people of WA.
