(1) On what basis and whose advice did Dr Casey claim that if the Cultural Centre Museum was redeveloped, it would have to close during such redevelopment? (2) Did this advice take account of two previous detailed studies of the redevelopment of the Cultural Centre Museum that demonstrated that staged development could be undertaken without closing the museum?
