(a)-(b) An agency's chief executive officer and responsible Minister provide a certification declaring that for new tariffs, fees and charges (including those increasing by more than the consumer price index), the agency's methodology for costing individual services (and setting of tariffs, fees and charges) is materially accurate and takes into consideration the estimated actual cost of delivering its services. A workbook is also provided to the Department of Treasury that includes a detailed description of the new fee, proposed charge, level of cost recovery and estimated revenue impact.
