(1) Yes. This will be achieved by the proclamation of the Road Traffic Act that received Royal Assent on 13 June 2008.
(2) The Act stipulates that the vehicle can be impounded for a period of 28 days.
(3) The existing mechanism available to a third-party to ascertain if a person's driver's licence is currently valid is through:
Presentation to the third-party by the licence holder and examination of the driver's licence document, including;
Notification to the third party by the driver of any changes to the status of the driver's licence.
