I refer to figure 17, page 72 of the 2012 Stokes Review relating to Community Rehabilitation mental health bed stock in Western Australia, and I ask : (a) what was the number of available (Clinical staffed 24/7) places per 100,000 people for each of the past five years based on the relevant Australian Bureau of Statistics, Estimated Resident Population figures for Western Australia; (b) where were each of the beds listed in (a) located; (c) what was the average occupancy and wait time to access beds listed in (a) ; (d) what was the number of available (staffed less than 12 hours) places per 100,000 people for each of the past five years based on the relevant reporting period Australian Bureau of Statistics Estimated Resident Population figures for Western Australia ; (e) where were each of the beds listed in (d) located ; (f) what was the average occupancy and wait time to access beds listed in (d) ; (g) what is the current number of available beds per 100,000 people based on the latest Australian Bureau of Statistics figures; (h) where are each of the places listed in (g) located; and (i) what is the classification of all places listed in (g)?

The Review of the admission or referral to and the discharge and transfer practices of public mental health facilities by Professor Bryant Stokes AM (2012) has been superseded by a number of other reforms and reviews such as, the Better Choices. Better Lives. Western Australian Mental Health, Alcohol and Other Drug Services Plan 2015-2025 (2015); the Sustainable Health Review (2019); and, the upcoming Western Australian Mental Health and Alcohol and Other Drug Strategy 2025-2030.

Since the Stokes review was completed more than a decade ago, the system has embraced contemporary models of care  that allow people to receive the treatment that they need in settings other than a traditional community rehabilitation mental health bed. For example, the figure above does not include services such as community-based recovery programs or Mental Health Hospital in the Home beds.
