Will the minister advise the house of the government’s position on the Busselton jetty, how it came to be in such a state of disrepair and whether there are any wider implications for the state of Western Australia? Mr M. McGOWAN
AnswerView source ↗
I thank the member for Mandurah for the question. I am concerned about the condition of the Busselton jetty and why it is now in its current condition, reportedly requiring an injection of at least $18 million to alleviate its problems. In July I visited the jetty and met with the Shire of Busselton to discuss the matter. I told the shire that I would be looking into the history of the jetty licence to ascertain exactly how the jetty came to be in its current state of disrepair. I believe that the taxpayers of the state have a right to know whether the Shire of Busselton, as licensee of the jetty since 1988, has fulfilled its obligation to keep the jetty in good repair. The member for Vasse has been saying that its current condition is the fault of the state government, despite the fact that the 1988 jetty licence agreement between the state and the shire clearly and directly handed responsibility for the jetty to the shire. Several members interjected. The SPEAKER : Order, members! Mr M. McGOWAN : Where does responsibility for this financial debacle actually lie? Mr T.R. Buswell : Financial debacle? It is a state facility. What are your obligations under the licence agreement? Mr M. McGOWAN : The member for Vasse is a little sensitive. I need go no further for the answer to that question than an impeccable source: a former senior Liberal Party frontbencher, Mr Bernie Masters. In a letter to the Busselton-Margaret Times , he wrote - If Mr Buswell wants Tourism Minister Mark McGowan to take the jetty’s funding needs seriously, he should start by admitting that, for the six years he was on council, including two as shire president, he showed virtually no interest in making sure the jetty structure was well maintained. Instead, he happily basked in the reflected glory from the opening of the underwater observatory in 2003 . . . Mr Masters went further. Mr F.M. Logan interjected. Mr M. McGOWAN : The former member for Vasse is a very good man. He went further and said - Until Mr Buswell apologises for his past indifference towards the long-term future of the jetty, his anger - Mr T.R. Buswell interjected. Mr M. McGOWAN : The former member for Vasse used to sit very close to the members opposite. He sat where the member for Darling Range is. He has these views about the shire that he lives in and loves - Several members interjected. The SPEAKER : Order, members! Mr T.R. Buswell interjected. The SPEAKER : I ask the minister to take a seat. I call to order for the first time the member for Vasse. Mr M. McGOWAN : The former member for Vasse finished - Mr T.R. Buswell interjected. The SPEAKER : I ask the minister to take a seat. I call to order for the second time the member for Vasse. Mr M. McGOWAN : The former member for Vasse, Mr Masters, concluded his letter by saying - Until Mr Buswell apologises for his past indifference - The SPEAKER : I ask the minister to take a seat. I call to order for the first time the member for Murray. Mr M. McGOWAN : Members opposite do not like it, do they? Mr Masters concluded his letter by saying - Until Mr Buswell apologises for his past indifference towards the long-term future of the jetty, his anger at the government’s reasonable response should be treated with disdain. As we can see, that potential future leader of the Liberal Party, the member for Vasse, exhibits all of the qualities that a Liberal Party leader needs: complete financial irresponsibility.

Mr M. McGOWAN replied: I thank the member for Mandurah for the question. Mr M.
