Safety:
I refer to the use of mobile phone detection safety cameras
in Western Australia.
(1)
How many drivers have received caution notices for mobile phone use in cases
where the images show no visible mobile phone and no apparent offence?
(2)
Have any such false detections been identified as the result of known technical
issues or bugs previously experienced with similar camera systems in
Queensland?
(3)
What review or appeal mechanisms are in place for drivers who believe they have
been wrongly cautioned under this system?
(4)
What is the government's plan to identify, address and prevent further false
detections under the mobile phone camera enforcement program?

Persons seeking a review can contact the Road Safety Commission within 45 days
of the date of the incident, which triggers a review of the relevant images.
(4)
All detected offences are reviewed by three sets of human eyes before an
infringement or caution notice is issued. When doubt exists, a notice is not
issued. Images related to any infringement notices that are found on review not
to be warranted are used as part of a continuous improvement focus for human
reviewers and also returned to the camera vendor to improve the AI machine
learning software.
