POWER UTILITIES — EXECUTIVE SALARIES
On 22 September 2010, when questioned on when he would establish a remuneration policy to bring the salaries of the executives of power utilities within the control of the Salaries and Allowances Tribunal, as recommended by the Economic Audit Committee, the Treasurer stated that as the contracts rolled over they would come into a more standardised format. This government has just given the senior executives of the state’s power utilities a further pay rise, adding over $13 000 to the annual pay of the chief executive officers of Verve, Western Power and Horizon Power. Despite the extraordinary bonuses received by the very same executives in the past two months, the Premier’s energy minister, Hon Peter Collier, said that they deserved the rise because their base salaries had been frozen for two years. (1) Why did the government approve this pay rise? (2) When will the Treasurer refer the control of executive salaries to the SAT? (3) Does the Treasurer agree with the view of his energy minister that the executives deserve their pay rise? Mr C.J. BARNETT

(1)–(3) Why did they get a pay rise? They got a pay rise according to their contract of employment, which was established by the Labor government. Mr B.S. Wyatt : No. You now have the capacity to change that and bring it within. That is not true. Mr C.J. BARNETT : It is as simple as that. They are operating under their employment — Mr B.S. Wyatt : Just because you say it does not mean that it is true. The SPEAKER : Thank you, members. Mr C.J. BARNETT : Just gutless! They got a pay rise because it was in the contract put in place by the former Labor government, including profit bonus — Mr B.S. Wyatt : That is not true. This is above and beyond their entitlements. It is above and beyond their current contract. Mr C.J. BARNETT : If the member for Victoria Park wants to answer the question, he can run over here, interject on himself and run back. Mr B.S. Wyatt : Why don’t you start telling the truth? Mr C.J. BARNETT : The member for Victoria Park needs to work on his manners. Mr B.S. Wyatt : Why don’t you start telling the truth? Mr C.J. BARNETT : He really does need to work on his manners. He is very badly behaved. Mr B.S. Wyatt : Why don’t you start telling the truth? A lie from the Premier is still a lie. Withdrawal of Remark The SPEAKER : Member for Victoria Park, I would suggest that you withdraw that remark. Mr B.S. Wyatt : Withdraw. A member interjected: Stand and withdraw. Mr B.S. Wyatt : Withdraw. The SPEAKER : Members, I am hoping that today might be the last question time this year. I am not in possession of any information that might lead me to conclude that at this point. However, if this is to be the last question time this year, I would like all members in this place to observe some decorum. Member for Victoria Park, if you are going to ask questions of the Premier, I would expect that you would give him the opportunity to answer before you continue to interject. Questions without Notice Resumed Mr C.J. BARNETT : With respect to the second part of the question, the transferring of responsibility for the wage package, if one likes, for the heads of state trading enterprises such as the energy utilities, yes, that is being transferred to the Salaries and Allowances Tribunal. The way it will work is that the tribunal will identify a salary band and the board, according the performance of the CEO, will be able to recommend a salary within that band. Indeed, the documentation for that is currently going through my office.

However, if this is to be the last question time this year, I would like all members in this place to observe some decorum. (1) Why did the government approve this pay rise? (2) When will the Treasurer refer the control of executive salaries to the SAT? (3) Does the Treasurer agree with the view of his energy minister that the executives deserve their pay rise? Mr C.J. BARNETT replied: (1)–(3) Why did they get a pay rise? Mr C.J.
Mr B.S.
