(1) Is the Minister aware of the lengthy delays that are occurring in the issuing of firearms licenses under the new Liberal Government system introduced last year?
(2) Is the Minister aware that the 21 per cent increase in firearms registrations since 2004, a fact used to support the introduction of the new licensing systems, is in great part due to the requirement for clay target guns to be licensed multiple times to shoot in competition in different gauges?
(3) Will the Minister consider reassessing the restrictions placed on these applications in the following ways:
(a) the extract card be reissued with a chip as per the latest secure credit/debit card technology that carries all your firearm particulars and personal information and ceasing the issuing of the paper license;
(b) machines installed in dealers and police stations to accept these cards for firearm additions or disposals and ammunition purchases;
(c) the reclassification of the low powered semi-automatic/pump action shotgun and rim fire rifle from Cat C to Cat A;
(d) allow Cat D firearms to be licensed to land-holders for culling purposes, not just exclusive for government agencies; and
(e) a return to the applications to be made at the police stations with full training provided to police officers so decisions are more consistent across the State?

(1) Yes. WA Police have implemented a number of remedial actions to improve turnaround times.
(2)  It is acknowledged that total firearm registrations are influenced by the clay target guns being  licensed several times however, the new licensing regime was prefaced on the need for a more effective and efficient licensing regime that delivered consistent decisions relating to firearms licensing, not firearm numbers nor licensing volume.
