DUTIES BILL 2007 886. Hon MURRAY CRIDDLE to the parliamentary secretary representing the Treasurer: I refer to the draft 2007 Duties Bill. (1) Given that there are four different lodgement requirements for stamp duty, will the government apply a uniform system to all forms of conveyancing? (2) Will the government give consideration to all contracts for sale of real property being lodged for assessment within two months of the date of contract and the duty assessed being payable on the registration of transfer of land by immediate transfer of such payment? (3) Will the government remove all penalties if the measures in question (2) are implemented? Hon KATE DOUST

I thank the member for some notice of this question. (1) The current stamp duty lodgement regime was developed in consultation with industry groups, including the Real Estate Institute of Western Australia, the Western Australian Farmers Federation, the Chamber of Commerce and Industry of Western Australia, the Australian Institute of Conveyancers Inc and the Australian Property Council of Western Australia, to address a range of concerns with the uniform lodgement requirements that existed prior to the current regime.  To revert to a uniform system would remove the benefits that were requested by the industry. (2) This is being considered in consultation with the Australian Institute of Conveyancers. (3) Not applicable.
