I refer to a 2013–2014 budget paper footnote on full-time equivalent methodology indicating a change in the methodology for calculating full-time equivalents. For all agencies within the Premier’s portfolio of responsibilities, I ask: (a) what is the change in full-time equivalents calculation methodology; and (b) what is each agency’s full-time equivalents figure for 2008–2009, 2009–2010, 2010–2011, 2011–2012 and 2012–2013 using the new methodology?

Public Sector Commission provided the following response on behalf of all agencies within Premier's portfolio of responsibilities:
(a) The Department of Treasury have advised that the budget paper footnote is a standardised line and does not necessarily mean that any change in methodology has occurred.
The reporting of full time equivalent (FTE) figures by public sector organisations is covered by a
Public Sector Commissioner's Instruction No. 6 - Workforce data reporting obligations
. The methodology for calculating FTE under this regime has not changed during the period under consideration.
(b) I refer the Honourable Member to departments', agencies' and government trading enterprises' annual reports which are publically available through each entity's website.
