As at 30 June for each of the financial years 2007–2008, 2008–2009, 2009–2010, and 2010–2011, I ask:
(a) what was the total of the fines registered with the Fines Enforcement Registry;
(b) what was the total amount outstanding or unpaid;
(c) how much had been collected;
(d) how much had been written off;
(e) how many individual fines were outstanding;
(f) how many individuals had outstanding fines;
(g) how many individuals had fines written off;
(h) what were the ten highest amounts specific individuals owed; and
(i) what percentage of fine defaulters owed more than $1,000?

The value of matters registered during each financial year is as follows:
2007-2008: $106,035,215
2008-2009: $128,458,845
2009-2010: $119,352,594

The total outstanding value of registered matters at the end of each financial year is as follows:
2007-2008: $215,196,487
2008-2009: $321,589,252
2009-2010: $246,170,102
2010-2011: $251,924,111
(c)
The Fines Enforcement Registry (FER) has increased the payment options for offenders including Centrepay, B-pay and credit card to allow greater flexibility for offenders to make payments. Increasing the payment options has assisted FER to collect more revenue. The total amount collected during each financial year is as follows:
2007-2008: $56,483,116
2008-2009: $65,277,452
2009-2010: $72,591,333
2010-2011: $76,768,234

On 1 July 2008, the previous Labor government introduced the FER Write-Off Policy. The present State Government has continued the Policy's operation. Over the first two financial years, this new policy captured fines that had been outstanding for a longer period than the policy allows. This resulted in the first two financial years recording a higher than average write-off total. The total value of matters written-off during each financial year is as follows:
2007-2008: $11,821,944
2008-2009: $13,422,672
2009-2010: $ 7,848,671
2010-2011: $ 6,108,578

The total number of outstanding registered matters at the end of each financial year is as follows:
2007-2008: 717,383
2008-2009: 711,424
2009-2010: 737,956
2010-2011: 747,463
This increase has partially resulted from developments in, for example, police technologies (such as automatic number plate recognition cameras) detecting, and issuing, infringements.

Over the period 2007-2011, the number of individuals with outstanding fines has increased at a greater rate than the outstanding amount. In other words, while more people have received fines, time to pay arrangements, for example, are reducing outstanding amounts owed per person to the State. This is further demonstrated by a 14.4% increase in the number of payments made through a formal time to pay arrangement over the past 4 years. The number of individuals who had outstanding fines at the end of each financial year is as follows:
2007-2008: 114,304
2008-2009: 138,894
2009-2010: 166,688
2010-2011: 208,092
(g)
The number of individuals who had fines written-off during each financial year was as follows:
2007-2008: 33,325
2008-2009: 26,482
2009-2010: 14,259
2010-2011: 6,755
These figures would seem to indicate that the Government's fines enforcement is having its desired effect and that fine write-offs are less frequently being granted.
