I have a supplementary question. Is this an election promise that has been decommissioned or has the minister secured funding in this forthcoming budget? Dr G.G. JACOBS

I have talked about ring-fencing the budget; the member will have to wait for the budget process. However, I will say that it certainly will not be any worse than what the previous government had and that was nothing!
