I refer to the employment of crosswalk attendants/wardens at the State's primary schools and ask - (a) what number of attendants/wardens are currently employed across the metropolitan area; (b) has a decision been made to reduce the numbers; (c) what is the current budget allocation to pay such wardens; (d) by what factor is that to be reduced; (e) is it correct that the warden at the Thelma/Coode intersection is to be removed; (f) if so, for what reason; (g) what written criteria exist for evaluating intersections; (h) does the Minister acknowledge that the State will take a huge risk in cancelling wardens at intersections; and (i) is he aware that the evaluation of this crosswalk was carried out before the recent installation of a roundabout at the corner of Labouchere Road and Thelma Street, which could see a significant increase in vehicle traffic past Thelma/Coode Streets? (a) 514 (as at 26 May 2000). (b) A review is presently being conducted to bring existing Traffic Warden appointments into line with the Government approved 'warrant' criteria. (c) $2.6m (subject to some variation). (d) No reduction targets have been established in relation to the Traffic Warden review. The number of Traffic Warden appointments withdrawn will depend on the number of appointments that do not satisfy the Government approved 'warrant' criteria. (e) The crossing at this location was an 'L' shaped crossing utilising the services of two Traffic Wardens. The Traffic Warden assigned to the Coode Street leg of the crossing was withdrawn with effect from 4 August 2000. I am advised that the requirement for the remaining Traffic Warden has yet to be considered. (f) The decision to discontinue a "children's crossing" is based on an assessment against the 'warrant' criteria recommended by the Task Force on Road Safety at Schools Report and approved by Cabinet in 1992, which has been recommended by the Australian Road Research Board (ARRB) in their report Summary of Practice for Supervised School Crossings dated 1998 as being National best practice. (g) Refer (f). (h) The safe passage of school-aged pedestrians from their homes to school is not the sole responsibility of police. The community, and in particular parents, have a shared responsibility in this regard. On this basis, all parties need to be actively involved in ensuring children's safety. (i) Yes, hence the reason for retaining one of the Traffic Wardens and not completing the review of the crossing at this point in time. I am advised through extensive consultation with members of the School community associated with this crossing, that they are supportive of the Western Australia Police Service actions to date.
