With reference to the allocation of Department of Environment and Conservation funds in the 2011–2012 Budget Statement, Paper No. 2, Volume 2, page 823, I ask:
(a) is it the case that 64 full time public servants are employed to either collect or distribute the landfill levy; and
(i) if yes, please provide details of how this workforce is broken down and information on what they actually do; and
(ii) if no, what specific work do these employees engage in;
(b) of those 64 full time workers, what is the highest grade of officer;
(c) what is the mean level of public servant engaged in this activity; and
(d) what is the total cost of these 64 public servants?

(ii) The figure of 64 FTEs, shown in the 2011/12 Budget Statements at page 823 for Service 5 Environmental Sustainability for the 2010-11 Budget and 2010-11 Estimated Actual, is comprised of 5.2 FTEs in the Office of the Waste Authority, 24 FTEs in Waste Management Branch, 7 FTEs in Strategic Policy Branch, 11.1 FTEs in Community Education Branch and a proportion of the time spent by officers in a range of other functions who provide direct and indirect support, including legal services, management, audit, corporate communications and corporate services.
(b) A proportional allocation of management positions is allocated to Service 5, the highest level of these being the position of Director General. For positions that work only on Environmental Sustainability, the highest level is 8.
(c) The mean level of positions engaged in the activity of either collecting or distributing the landfill levy is Level 5.
(d) The 2010-11 Estimated Actual employee benefits expense for Service 5 is $5.062 million.
