(1) Why did the Labor Party axe the $8 million commitment to the Kalgoorlie Regional Hospital immediately on coming into Government? (2) Will the Labor Party now recognise that Kalgoorlie-Boulder is a major regional provider of health care services by recommitting to the expenditure of that money today? Hon Nick Griffiths: The question is out of order! The PRESIDENT: Order, members! I presume that the member asking the question will refer to the Labor Government, and receive the appropriate answer. Hon SIMON O’BRIEN: Very well. (3) Can the minister confirm that the $8 million that was axed from the Kalgoorlie Regional Hospital was reallocated to Geraldton for a major upgrade of the hospital in that city? Hon SUE ELLERY

I have a quite substantial answer on the extent of our commitment to the area. I seek leave to incorporate it into Hansard . Leave granted. The following material was incorporated - I thank the Hon. Member for some notice of this question. 1. Since coming to Government the operating budget for the Goldfields South East region has increased from actual expenditure of $55,512,279 in 2000/01 to an initial allocation (to be finalised) for 2004/05 of $65,658,963. Further, the following initiatives have been implemented at the Kalgoorlie Regional Hospital: Emergency Department · A part-time salaried Senior Medical Officer was appointed in September 2003 and an additional 0.5 FTE has now been added to provide comprehensive supervision and education to the interns, residents and registrars provided on rotation from Royal Perth Hospital. · There has been a marked increase in interest from the trainee staff coming to Kalgoorlie since this enhancement has occurred. This is due to the greater levels of clinical support, mentoring and quality teaching provided by the salaried medical staff. Mental Health · A new Mental Health Inpatient Unit (7 beds) opened in March 2003. · 1 FTE salaried Psychiatrist employed in March 2003. · There have been 470 admissions to the unit since opening. · There has been a reduction of transfers to Graylands by greater than 50% on the previous 2 years transfers. Renal Dialysis In 2004, the Renal Dialysis Unit has increased from 18 to 24 places and is currently accommodating 22 patients. Medical Imaging · A CT Scanner was installed in June 2002. · An Ultrasound machine was installed in November 2002. Chemotherapy · There has been a substantial upgrade to the Chemotherapy Unit. Radiology · A new radiology contract commenced in 2004 and has introduced an increase in local diagnostic procedures particularly in diagnosing breast pathology. · After hours and weekend coverage has improved by the use of electronic transmission of images (Telrad) to a radiology site in Perth with immediate verbal or faxed report. Paediatrics · Additional 1 FTE salaried Paediatrician added to the 0.5 FTE in January 2003 now providing a public and private service to Kalgoorlie and additional outreach services to Ravensthorpe, Norseman, Menzies, Leonora, Laverton and Kambalda. Obstetrics and Gynaecology · 1 FTE salaried Obstetrician/Gynaecologist was appointed in March 2004 in addition to the private practitioner to provide a comprehensive public and private service to Kalgoorlie. Telehealth · Additional equipment has been provided throughout the region and this has allowed for increased intra-regional mental health consulting and increased allied health services from the tertiary facilities. Clinical equipment improvements · An Oxylog ventilator for the emergency department, neonatal/infant resuscitation cot with ventilator, new endoscopy equipment and an operating microscope have been funded. Agency nursing staff · The use of agency nurses has markedly decreased during 2003/04 due to increased permanent nursing staff retention locally. This Government has and will continue its commitment to the Kalgoorlie Regional Hospital. 2. Kalgoorlie Regional Hospital has been endorsed by the Health Reform Committee (HRC) as a Regional Resource Centre for the entire Goldfields South East region. The Government has set aside $166.7 million to fund country capital reform projects that address relevant HRC recommendations. An upgrade of facilities at Kalgoorlie Regional Hospital is very high on the list of priority projects to be undertaken as part of the health reform implementation program. 3. No funding was reallocated from Kalgoorlie to the Geraldton Regional Hospital replacement project.
