Yesterday the Evatt Foundation released its annual “The State of the States” report for 2004. Ms S.E. Walker interjected. Mr M.J. Birney interjected. I am very pleased to report that Western Australia was ranked first in economic performance and first in environmental performance. It shows that Western Australia is outperforming all the other States in job creation, capital investment and economic growth; they are the facts and figures that show Western Australia’s performance. GALLOP: Also, I am very pleased to note that under the heading “environment”, Western Australia has first ranking. That results from the Government’s decision to stop the logging of old-growth forests and to create new national parks throughout Western Australia for which funding has been provided for their management. With regard to social policy, Western Australia ranks first in education and second in health. That is a reflection of the priorities that this Government has set in its budgets. We have a strong economy and the Government’s environmental performance has been strong. We are making sure we have the priorities right for health and education in Western Australia. We have a plan for the future of Western Australia, and it is working. Members on the other side have a promise for everyone. They tell one group that they will do this and another they will do that. They have no financial plan or overall framework within which they will deliver their promises at the forthcoming election. That does not surprise me because when they were in government, they delivered five deficits in eight years compared with this Government’s four balanced budgets. When we came to government and we delivered budgets in which we acknowledged there were tax increases, we explained to the people of Western Australia why the increases were necessary. Firstly, they were necessary because of the Barnett black hole; secondly, because of the increased costs in health care, which costs the State had to meet; and, thirdly, and importantly - although people do not remember - because of the very poor deal the State got from the Commonwealth Government early in our term. The Government has reduced debt by $400 million and retained the State’s AAA credit rating without privatising the State’s assets. The former Government privatised AlintaGas, when it said during an election campaign that it would not privatise AlintaGas. The Government’s strong financial management is now paying off. When we came to power we said we would have responsible financial management, unlike the deficits and the privatisation of the State’s assets under the previous Government. We have a strong economy and the Government’s environmental performance has been strong. We are making sure we have the priorities right for health and education in Western Australia. We have a plan for the future of Western Australia, and it is working. Members on the other side have a promise for everyone. They tell one group that they will do this and another they will do that. They have no financial plan or overall framework within which they will deliver their promises at the forthcoming election. That does not surprise me because when they were in government, they delivered five deficits in eight years compared with this Government’s four balanced budgets. When we came to government and we delivered budgets in which we acknowledged there were tax increases, we explained to the people of Western Australia why the increases were necessary. Firstly, they were necessary because of the Barnett black hole; secondly, because of the increased costs in health care, which costs the State had to meet; and, thirdly, and importantly - although people do not remember - because of the very poor deal the State got from the Commonwealth Government early in our term. The Government has reduced debt by $400 million and retained the State’s AAA credit rating without privatising the State’s assets. The former Government privatised AlintaGas, when it said during an election campaign that it would not privatise AlintaGas. The Government’s strong financial management is now paying off. When we came to power we said we would have responsible financial management, unlike the deficits and the privatisation of the State’s assets under the previous Government.
